Request for Proposal for Claims Management Software

Background
The City of Glendale, California, is seeking proposals for a Claims Management Software system to enhance its claims management capabilities. The City aims to procure a fully integrated software solution that improves efficiency in managing claims from intake through closure, ensuring compliance with external reporting standards such as PRISM.

The City serves approximately 200,000 residents and prides itself on providing quality services across various sectors including Fire, Police, and Public Works.

Work Details
The selected vendor will provide a comprehensive software solution that includes:
1. Claims management for third-party liability from intake through closure.
2. Electronic claim intake and claimant self-service for online submission and status tracking.
3. Incident intake capabilities for events that may not mature into claims.
4. Diary and claim tracking with automatic reminders and configurable alerts.
5. Document imaging and correspondence management with secure storage of diverse file types.
6. Security features including role-based access, encryption, and audit logging.
7. Integration with existing systems such as ISO ClaimSearch and Tyler Technology’s Munis/EERP solution.
8. Financial controls including reserve tracking and prevention of duplicate payments.
9. Litigation, subrogation, and recovery tracking functionalities.
10. Analytics and reporting tools for real-time data analysis.
11. Mobile capabilities for field access.
12. Project management services including installation, training, data migration, testing, ongoing support, and maintenance.

Period of Performance
The contract will be executed for an initial term of three (3) years with the option to extend for two (2) additional one (1) year periods.

Place of Performance
The services will be performed at the City of Glendale's facilities or remotely as required by the project needs.

Bidder Requirements
Vendors must demonstrate financial stability and successful implementations in similar-sized cities. Proposals must comply with specific response requirements outlined in the RFP to avoid being declared non-responsive. Vendors must hold all necessary business licenses and are prohibited from subcontracting without prior written approval from the City.
