Hello - Los Angeles County Public Works is seeking proposals for Commercial Driver Evaluations. After reviewing the information contained in the attachment, please submit all items requested within the Request for Proposal (RFP) by email to ababakanian@dpw.lacounty.gov or by fax to (626) 282-8312 no later than Monday, May 12, 2025. All bid proposals must be on company letterhead. Late and/or incomplete proposals may not be accepted. Vendors must be a registered County Vendor. You can register at http://camisvr.co.la.ca.us/LACOBids/ IMPORTANT NOTE: If you are unable to participate in this solicitation, please submit a 'No Bid' response to ababakanian@dpw.lacounty.gov. Proposals will be examined in accordance with the goals and objectives outlined in this RFP and will be evaluated to determine if training curriculum, manuals, approach, experience, and qualifications demonstrate that the Proposer is likely to meet or exceed expectations. Vendor must clearly demonstrate compliance with requirements: Quality/depth of training content Experience of trainers Cost Length of time in business of training and employee education Responsiveness to each proposal requirements in this Bid Solicitation Vendor will be disqualified if proposal is missing any of the items requested. Background
Los Angeles County Public Works is seeking proposals for Commercial Driver Evaluations for Fiscal Year 2025-2026. The agency's mission is to ensure the safety and effectiveness of its workforce, particularly those operating commercial vehicles. This RFP aims to evaluate and enhance the driving skills of approximately 400 employees through structured assessments in compliance with federal regulations.

Work Details
The selected vendor will provide in-vehicle skills assessments for California Class A and B licensed drivers, adhering to the Department of Transportation Federal Motor Carrier Safety Administration (FMCSA) requirements. The evaluation will include:

- Pre-trip safety inspections
- Coupling and uncoupling vehicle combinations
- Backing maneuvers
- Starting and stopping
- Lane use
- Passing techniques
- Speed control
- Steering and cornering
- Engine control and shifting
- Brake usage
- Grade control
- Parking procedures
- Use of vehicle controls and emergency equipment
- Defensive driving skills
- Public safety considerations
- Overall driver safety assessments.

Each evaluation will last between 1.5 to 2 hours and will include a comprehensive report detailing the skills assessment results.

Period of Performance
The contract performance period is set for Fiscal Year 2025-2026.

Place of Performance
Evaluations will be conducted at Public Works service yards or nearby streets within Los Angeles County. Specific locations may include Lancaster, Palmdale, and Malibu.

Bidder Requirements
Vendors must have a minimum of five years of experience in conducting professional safety training and knowledge of ANSI/ASSE Z490.0-2024 standards. Each evaluator must hold a valid California Commercial Driver License Class A and have at least five years of experience operating specified commercial vehicles. Vendors are required to provide insurance coverage including $2 million in general liability aggregate and $1 million per accident for automobile liability. Additionally, vendors must submit references from at least three customers who have received similar evaluations.
