Background
The Los Angeles Regional Interoperable Communication System (LA-RICS) Authority is issuing this Request for Information (RFI) to gather insights from qualified firms regarding mobile radios that are compatible with the LA-RICS Land Mobile Radio (LMR) System.
The LMR System, developed in partnership with Motorola Solutions, Inc., aims to provide public safety first responders in the Los Angeles County region with reliable voice and data communications. The goal of this RFI is to identify mobile radios that can operate on the LMR System infrastructure and meet the technical requirements of various Subscriber Agencies within LA-RICS. This RFI serves informational and planning purposes only, with no guarantee of future solicitations or contracts.
Work Details
Respondents are required to provide information on mobile radios that include:
- A portfolio of device types and characteristics for interoperability with the LMR System using core frequencies.
- Device management capabilities for remote management of applications, including configuration and firmware updates.
- Policy management for operational control and security policies related to mobile radio access.
- Security management to enforce authentication and encryption requirements.
Respondents must submit two fully functional sample mobile radios per model for testing, including all necessary accessories and software. The Authority will test these radios against specified criteria outlined in Exhibit A (Mobile Radio Requirements Matrix), which includes compliance with industry standards such as APCO Project 25 (P25) Phase 1 and Phase 2, military standards, and other relevant specifications.
Period of Performance
The RFI was issued on June 12, 2025, and will remain open continuously until the Authority decides to close it. Initial responses are due by August 12, 2025.
Place of Performance
The testing and evaluation of submitted mobile radios will take place at the LA-RICS Project office located at 2525 Corporate Place, Suite 200, Monterey Park, CA 91754.
Bidder Requirements
Respondents must not have been debarred by any public agency in the U.S. within the last five years or barred from bidding due to national security reasons. They must also provide a Declaration of Compliance demonstrating their equipment's compatibility with the LMR System infrastructure.
