Renter Protection and Homeless Prevention (RPHP) Administration

Work Requested:
The City of Lancaster seeks proposals from qualified nonprofit organizations or public agencies to provide comprehensive Renter Protection and Homeless Prevention (RPHP) Administration Services. The selected provider will:

• Deliver program outreach and marketing to inform and engage eligible households at risk of housing instability.
• Conduct intake and eligibility assessments to determine program participation.
• Offer referral services to connect clients with additional resources.
• Administer emergency rental and flexible financial assistance, including but not limited to rent, rental arrears, utilities, deposits, relocation, and other housing stability expenses.
• Provide housing-focused case management to support long-term stability.
• Verify eligibility, prioritize high-risk households, and process payments efficiently.
• Collect and report data, ensuring compliance with all program guidelines, including SB 679 and Measure A.
• Maintain performance standards such as timely disbursement of assistance and equitable access to services.
• Implement accessible grievance procedures and coordinate with partner organizations.
• Submit regular reports through the City's grant management system.
