Background
The California Department of Transportation (Caltrans) is issuing this Invitation for Price Quote (IFPQ) #07A6045 for the removal, disposal, and installation of HVAC systems in Los Angeles County. The contract aims to enhance the HVAC infrastructure at various maintenance facilities, ensuring compliance with state regulations and improving operational efficiency.

Work Details
The contractor shall provide all labor, materials, parts, tools, equipment, permits, and incidentals necessary to remove and legally dispose of three (3) HVAC units and install three (3) new HVAC units at the following locations:

1) Long Beach Maintenance Facility: York Brand, 10 Ton Packaged Air Conditioner;
2) Artesia Maintenance Facility: York Brand, 2 Ton Heat Pump;
3) Terminal Island Maintenance Facility: York Brand, 3 Ton Direct Driven unit.

The contractor is responsible for ensuring all installations meet manufacturer specifications and industry standards. Additional tasks include repairing or replacing refrigeration lines, conducting pressure tests, and ensuring proper drainage for condensation lines. All work must comply with prevailing wage laws and safety regulations.

Period of Performance
The contract is expected to commence on May 19, 2025, or upon approval by Caltrans, whichever is later. The estimated expiration date of the contract is May 18, 2026.

Place of Performance
The services will be performed at three locations in Los Angeles County:

1) Long Beach Maintenance Facility (22101 Santa Fe Avenue, Long Beach);
2) Artesia Maintenance Facility (911 West 190th Street, Gardena);
3) Terminal Island Maintenance Facility (430 North Seaside Avenue, Terminal Island).

Bidder Requirements
Bidders must possess a valid C-20 Warm-Air Heating, Ventilating, and Air-Conditioning license issued by the Contractors State License Board (CSLB) at the time of quote submission. Additionally, bidders must be registered with the California Department of Industrial Relations (DIR). Compliance with prevailing wage laws is required if the total bid exceeds $15,000. Bidders must also be certified as a Small Business Enterprise (SBE), Micro Business (MB), or Disabled Veteran Business Enterprise (DVBE). Subcontractors used must meet these certification requirements.
