Background
West County Wastewater District (WCW) is a political subdivision of the State of California that provides wastewater collection and treatment services to approximately 100,000 residents. The agency operates as an independent special district covering areas including the City of San Pablo, portions of Richmond and Pinole, and unincorporated regions within western Contra Costa County.
WCW's infrastructure includes 249 miles of gravity sewer pipelines, 17 lift stations, 6 miles of pressurized force mains, and a water quality resource recovery plant with a permitted capacity of 12.5 million gallons per day. The goal of this contract is to provide Remote Manhole Sewer Level Monitoring for up to 25 sites in WCW's Collection System.
Work Details
The selected Proposer will provide remote monitoring services for existing and additional sewer level monitoring sites. The scope includes:
1. Equipment Requirements:
- Level Sensors: Ultrasonic, Radar, or Pressure Transducers; intrinsically safe and waterproof; resistant to corrosion, clogging, and fouling.
- Data Loggers: Battery-powered or solar-powered with local data logging capabilities.
- Telemetry Units: Options for cellular, LoRaWAN, NB-IoT, or satellite communication; secure data transmission.
- Power Supply: Long-life batteries (5-10 years) or solar panels with backup options.
- Mounting Hardware: Corrosion-resistant enclosures and brackets for installation.
2. Services Provided:
- Installation & Commissioning: Site surveys, sensor installation, calibration, traffic control, and permits.
- Data Management & Hosting: Cloud-based platform with real-time dashboards and historical data storage.
- Alerts & Notifications: SMS/email alerts for level changes or sensor failures.
- Maintenance & Support: Routine cleaning and updates; 24/7 support line; emergency response.
- Analytics & Reporting: Custom compliance reports; AI/ML predictions for flooding issues; potential GIS integration.
- Regulatory Compliance: Equipment must meet explosive atmosphere certifications.
Period of Performance
The contract will have a base term of three (3) years with the possibility of two (2) one-year extensions.

Services will be performed at various locations within West County Wastewater District's Collection System in Richmond, California.
Bidder Requirements
Proposers must have at least five (5) years of experience providing Remote Sewer Level Monitoring Services. They should possess appropriate professional licenses required to perform the services and demonstrate financial stability through audited financial statements from the past three years.
Proposals must include a description of qualifications, team members' experience, references from similar projects, and evidence of ability to obtain necessary insurance coverage.
