Refuse and Recycling Services, Fresno, CA

Background
The State of California Military Department is issuing this Invitation for Bid (IFB) for Refuse and Recycling Services at the Fresno Air National Guard.

The goal of this contract is to provide comprehensive refuse and recycling services to support the operations at the facility located at 5323 E. McKinley Avenue, Fresno, CA. The contract is expected to enhance waste management practices in alignment with environmental standards.

Work Details
The Contractor shall furnish all labor, equipment, materials, permits, and fees necessary to perform Refuse and Recycling Services. This includes but is not limited to:

- Collection, transportation, and disposal of refuse;
- Recycling of materials;
- Compliance with local regulations regarding waste management;
- Provision of containers for refuse and recyclables.

All services must be performed in accordance with the technical specifications outlined in Section 4 of the IFB.

Period of Performance
The duration of the contract will be three (3) years, estimated to begin on or around July 2026 and continue through June 2029.

Place of Performance
The services will be performed at the Fresno Air National Guard located at 5323 E. McKinley Avenue, Fresno, CA 95670.

Bidder Requirements
Bidders must be licensed by the State of California Contractors State License Board (CSLB). The prime contractor must self-perform at least twenty percent (20%) of the total work under the contract. Additionally, bidders wishing to claim Small Business Preference must be certified by the Office of Small Business and Disabled Veteran’s Business Enterprise prior to bid opening.
