Background
The City of Los Angeles Department of Recreation and Parks (RAP) is seeking as-needed contractual services to test and inspect new and existing athletic surfaces, including natural grass turf, all-weather turf (synthetic), basketball courts (indoor/outdoor), volleyball courts (indoor/outdoor), racquetball courts (indoor/outdoor), tennis courts, running tracks, and golf greens.
This contract aims to maintain and expand the park facility infrastructures under RAP's jurisdiction, which includes over 450 parks across the city. The contract will provide resources for Athletic Surface Inspection, Testing, and Related Professional Services to meet current and future projects.
Work Details
The contractor will perform various services related to athletic surface inspection and testing, including:
- GMAX Test (ASTM F1936 and F355A) for high impact shock absorption.
- Shock Absorption and Vertical Deformation Test to measure impact absorption provided by synthetic turf.
- Rotational Resistance (Traction) Test assessing shoe sole interaction with artificial grass.
- Slip Resistance Scale and Deceleration Test measuring the ability of studs to slide through the surface without causing slips.
- Vertical Ball Rebound Test measuring how high a ball bounces on synthetic turf.
- Ball Roll Test comparing distance rolled on synthetic grass versus natural grass.
- Off-Site Plant Material Inspections verifying yarn type, denier, uniformity, pile height, coloration, backing verification, perforation requirements, urethane coating application consistency, and tuft binding strength.
- Permeability Tests for synthetic turf systems (ASTM F2898).
- Compaction Tests (ASTM D-1557 or D-698) for engineering properties assessment.
- Thickness Testing using an electrometer 500 model T gauge.
- Testing for sports surfacing on Tennis Courts and Basketball Courts including thickness certification using Rich Meters Model RM-660 or equivalent.
- Impact Attenuation Performance Tests for playground surfaces (ASTM F1292) simulating child head impacts.
Period of Performance
The contract will be effective for a term of three years from the date of execution.
Place of Performance
Services will be performed at various locations throughout the City of Los Angeles as specified in individual project work orders.
Bidder Requirements
Bidders must be current members of the Sports Turf Managers Association (STMA) with at least eight years of experience in third-party athletic field testing including GMAX testing, Shock Absorption testing, Rotational Resistance testing, Slip Resistance testing, Vertical Ball Rebound testing, and Ball Roll testing.
