(Re-Bid) Construction Management and Inspection Services for the Citywide Electrical Control Panel Replacement Project for Water and Wastewater Facilities

Background
The City of Carlsbad is seeking proposals from qualified firms to provide construction management and inspection services for the Citywide Electrical Control Panel Replacement Project for Water and Wastewater Facilities. This project aims to replace existing electrical control panels at fifty-four sites to integrate with a modern scalable control system, enhancing the efficiency and reliability of water and wastewater operations. The selected firm will be referred to as the 'Consultant' and will work closely with the City's Municipal Projects Manager throughout all phases of the project.

Work Details
The Consultant will provide comprehensive construction management and inspection services during pre-construction, construction, and close-out phases. Key responsibilities include:

1. Contract Administration/Management: Oversee contract compliance, change order processing, conduct meetings, monitor construction activities, prepare reports, and manage communication with stakeholders.

2. Special Electrical Inspection: Conduct inspections related to Supervisory Control and Data Acquisition (SCADA) system installations.

3. Quality Assurance: Ensure contractor's work complies with contract documents through daily inspections, reporting deviations, and managing special inspectors.

4. Project Documentation: Utilize Procore software for document control, including maintaining logs of RFIs, submittals, daily reports, and progress payments.

5. Coordination: Work with the City and Carlsbad Municipal Water District (CMWD) to minimize disruptions during SCADA integration.

6. Final Walk-Through: Prepare punch lists upon project closeout and verify completion of work before final acceptance.

Period of Performance
The contract is expected to last for two years with an option for two additional one-year extensions. The project award date is anticipated in September 2025, with completion forecasted in 2027.

Place of Performance
The work will be performed at fifty-four sites owned by the Carlsbad Municipal Water District (CMWD) and the City of Carlsbad across various locations within the city.

Bidder Requirements
Bidders must comply with California Labor Code sections regarding public works registration (DIR registration), maintain current insurance coverage as specified by the City, demonstrate relevant experience in SCADA operations and RTU replacements, and provide a team that includes personnel with Certified Construction Manager credentials.
