Q&A: Multipurpose Senior Services Program (MSSP) In Ventura County Request for Proposals (RFP) #MS-2526-59

Background
The California Department of Aging (CDA) is issuing this Request for Proposals (RFP) #MS-2526-59 for the Multipurpose Senior Services Program (MSSP) in Ventura County. The goal of the MSSP is to provide social and health care management services to individuals aged 60 and over who are eligible for Medi-Cal and certifiable for nursing facility care. This program aims to support seniors in remaining safely at home, thereby preventing premature institutional placement.

The new MSSP site will replace the previous contractor, Ventura County Area Agency on Aging, and will be responsible for managing a caseload of 200 participant slots.

Work Details
The contractor will provide comprehensive care management services that include participant assessment, care planning, service arrangements, and monitoring. Services must be cost-effective compared to nursing facility care and may include:

- Adult day care
- Personal care assistance
- Respite care
- Transportation
- Meal services
- Protective services

The contractor must ensure compliance with all standards outlined in the MSSP Site Manual and related CDA policies. The program will also involve coordination with various funding sources such as Medi-Cal, Medicare, and local community resources.

Period of Performance
The initial term of the Agreement is expected to be from June 1, 2025, through June 30, 2026. The contract may be renewed annually based on performance evaluations.

Place of Performance
Services will be provided within Ventura County as specified in Exhibit G – Catchment Area Zip Codes.

Bidder Requirements
Proposers must be a California public entity or private nonprofit agency in good standing. Private nonprofit status must be certified by the State of California or IRS. Proposers must comply with all applicable federal and state laws and regulations regarding financial stability and operational integrity.
