Pure Water Los Angeles at Hyperion - Program Management Support (S-058)

Background
The City of Los Angeles, through LA Sanitation and Environment (LASAN), is issuing this Task Order Solicitation (TOS) S-058 to support the Pure Water Los Angeles (PWLA) Program at the Hyperion Water Reclamation Plant (HWRP). This program aims to transform HWRP into a world-class recycled water purification facility, maximizing wastewater recycling for beneficial reuse and sourcing 70% of the City’s drinking water locally.

The TOS seeks to establish a Program Management Office (PMO) to guide the transition from planning to implementation of the program.

Work Details
The consultant will provide program management support through various tasks including:
1) Continuous improvement of the Program Management Plan;
2) Development of design production BIM standards;
3) Maintenance of Program Control Systems for scheduling, cost, and staffing;
4) Development and training on a Program Management Information System;
5) Risk assessment and management strategies;
6) Preparation of Progressive Design Build contract procurement documents;
7) Coordination with internal and external stakeholders;
8) Outreach and engagement with the public and organizations;
9) Assistance in obtaining funding from State and Federal sources;
10) Development of asset management standards.

The deliverables will include meeting agendas, technical memos, reports, progress status reports, and other communications as directed by the Task Manager.

Period of Performance
The term of engagement is set for 24 months from the issuance date of the Notice to Proceed (NTP), with an option for a 6-month extension.

Place of Performance
The contract will be performed at the Hyperion Water Reclamation Plant located in Los Angeles, California.

Bidder Requirements
Bidders must be part of the pre-qualified on-call consultant list established by LASAN. The anticipated participation levels for sub-consultants are set at 18% MBE, 4% WBE, 25% SBE, 8% EBE, and 3% DVBE. Proposals must include resumes demonstrating relevant experience, a proposed cost breakdown by tasks, and compliance with MBE/WBE/SBE/EBE/DVBE requirements.
