Description

The City of Ceres invites your company to submit a proposal for PUBLIC WORKS SAFETY PROGRAM AND ENVIRONMENTAL COMPLIANCE SERVICES. We are seeking an experienced and qualified vendor to provide safety and environmental compliance support services as outlined in the attached RFP document. Vendor services may, or may not, include the use of certain online or electronic EHS management systems, with proven demonstration of applicability, assurances of protection of confidential information transmission, and complete training and maintenance services to ensure functionality and end-use capabilities of designated staff.
Background
The City of Ceres, located in Stanislaus County, California, is seeking proposals for a Public Works Safety Program and Environmental Compliance Services. The goal of this contract is to ensure safety and environmental compliance within the Public Works Department through expert support services. The selected vendor will work closely with the Public Works Department's safety program manager and the Human Resources Department to enhance safety practices and compliance with regulatory requirements.

Work Details
The contractor will provide a range of safety and environmental compliance support services, including:

1. Written Programs Review, Update, Development and Maintenance:
- Review and update all current Codes of Safety Practices (COSP’s) to ensure compliance with CAL/OSHA and other governing agencies.
- Conduct annual reviews of written programs for ongoing compliance.
- Assess, develop, or update written environmental health programs as needed.
- Provide an annual calendar with safety training dates, inspection reminders, and compliance tasks.
- Supply all necessary EH&S signs, labels, tags, placards, certificates, licenses, postings, etc.

2. Training:
- Develop a training matrix indicating required staff participation and frequency.
- Provide an annual training calendar with dates and subjects.
- Issue certificates of completion for each training session attended by staff.
- Offer access to online training courses for safety programs.
- Create weekly tailgate topics with supplemental materials.

3. Record Keeping:
- Assist with maintaining safety recordkeeping requirements including accident investigations and hazard assessments.
- Help manage environmental health recordkeeping such as chemical inventories and spill response systems.

4. Inspections:
- Conduct semi-annual EH&S inspections at all facilities with detailed reports including risk assessments and corrective actions.

5. Medical Screening:
- Manage medical screening services related to mandated safety regulations such as hearing conservation testing and respirator fit testing.

6. Additional Consultation Services:
- Conduct evacuation drills annually at all worksite locations.
- Assist during regulatory agency inspections (e.g., EPA, Cal/OSHA).
- Provide monthly summary/status reports on services conducted.

Period of Performance
The contract will commence on August 1, 2025, and continue until August 1, 2028.

Place of Performance
Services will be performed at various locations within the City of Ceres Public Works Department facilities.

Bidder Requirements
Bidders must demonstrate extensive knowledge in municipal safety programs and are required to have a City of Ceres business license. Additionally, contractors must maintain insurance coverage as specified in the solicitation documents.
