Public Works Maintenance Services

Background
The San Bernardino County Department of Public Works and the San Bernardino County Flood Control District are responsible for maintaining approximately 2,500 miles of County roads and over 3,000 flood channels, basins, storm drains, dams, and levees. The County aims to utilize contractors or vendors to provide Public Works Maintenance Services for routine maintenance, public projects not exceeding $75,000, and emergency projects. This Request for Qualifications (RFQ) is intended to identify and pre-approve a list of vendors eligible to bid on these services.

Work Details
The services required under this contract include:
1. **Chip Seal Material Testing Services**: Aggregate testing, binder testing, compatibility testing, performance testing, and quality assurance recommendations.
2. **Concrete Work Services**: Preparation and placement of concrete for various structures including curb and gutter installation and sidewalk ramps.
3. **Debris Control Services**: Cleaning and repair of culverts and drains; debris removal from storm basins and channels; disposal of hazardous materials.
4. **Erosion and Sediment Control Services**: Installation of barriers; slope stabilization; tree removal.
5. **Electrical Services**: Installation and maintenance of electrical systems at County facilities.
6. **Fence Installation Services**: Installation, repair, replacement, and maintenance of fencing.
7. **Guardrail Repair Services**: Installation and maintenance of guardrails per Caltrans standards.
8. **Hazardous Waste Removal Services**: Remediation and disposal of hazardous waste from various sources including biohazardous waste removal.
9. **Heavy Equipment Rental Services**: Rental of heavy equipment with or without operators for various tasks.
10. **Pavement Maintenance & Repair Services**: Includes crack sealing, pothole repair, seal coating, etc.
11. **Snow Removal Services**: Routine snow plowing and post-storm cleanup operations.
12. **Traffic Control & Flagging Services**: Setup and management of traffic control devices around work sites.
13. **Traffic Striping**: Preparation and application of pavement markings.
14. **Weed Abatement Services**: Clearing vegetation using power tools.

Period of Performance
The contract period will last a maximum of 5 years starting from January 1, 2026 to December 31, 2030.

Place of Performance
Services will be performed within the jurisdictional boundaries of San Bernardino County including areas classified as Foothills (San Gabriel foothills), High Desert (Baker to Wrightwood), Low Desert (Apple Valley to Yucca Valley), Mountains (Big Bear area), and Valley (eastern valley region).

Bidder Requirements
Proposers must have at least three years of experience providing similar services; comply with all applicable federal, state, county laws; be registered with the Department of Industrial Relations; possess valid business licenses; not be debarred or suspended from participation in public contracts; provide certified payroll when required; local vendors may claim a preference if they meet specific criteria.
