Public Safety Radio System/Infrastructure Replacement

Background
The City of Morro Bay is issuing a Request for Qualifications (RFQ) for the Public Safety Radio System/Infrastructure Replacement. The purpose of this project is to enhance the radio communications infrastructure for the Morro Bay Police Department, ensuring improved connectivity, clarity, and digital encryption capabilities for emergency services. The City operates under a Council-Manager form of government and aims to engage a qualified communications firm to examine, replace, install, and maintain the public safety radio system.

Work Details
The selected consultant will provide design and construction services for the public safety radio infrastructure and portable radio replacement with encryption-capable equipment. The system must be compatible with the San Luis Obispo Sheriff’s Communications Center. Key tasks include:

1) Replacement of existing radio communication infrastructure;
2) Installation of new infrastructure at three locations:
- Black Hill Tower (Upper State Park Road)
- BWRO site (180 Atascadero Rd.)
- Morro Bay Water Reclamation Facility (555 South Bay Blvd.)

The consultant is responsible for all labor, materials, equipment, tools, supervision, and travel expenses necessary to complete the project.

Period of Performance
The contract work is expected to begin in June 2026 and be completed by August 2026. The duration of services is anticipated to be within sixty to ninety days from the project start date.

Place of Performance
The work will be performed in Morro Bay, California at specified locations including Black Hill Tower, BWRO site, and Morro Bay Water Reclamation Facility.

Bidder Requirements
Consultants must submit three hard copies and one electronic copy of their Statement of Qualifications (SOQs) by May 8, 2026. They must comply with all applicable laws and regulations regarding employment practices and must not discriminate based on race, color, national origin, ancestry, disability, gender or religion. Additionally, consultants are required to have appropriate licenses and insurance coverage as specified in the RFQ.
