Description

The City of Malibu is requesting written qualifications from Public Safety Patrol Service Providers for the provision of comprehensive Public Safety Patrol Services throughout the City neighborhoods and areas of Pacific Coast Highway impacted by the Palisades Fire.
Background
The City of Malibu is a coastal city located in the northwestern portion of Los Angeles County, California, along 21 miles of the Pacific Ocean, with a population of approximately 10,000. The City operates under a Council/Manager form of government and is considered a contract city. Following the Palisades Fire that began on January 7, 2025, and was contained by January 31, 2025, the City is seeking to enhance public safety patrol services in neighborhoods affected by the fire and along the Pacific Coast Highway (PCH), which remains under closure due to damage.

The City aims to deter potential criminal activity during an expected influx of visitors after the reopening of PCH.

Work Details
The selected Public Safety Patrol Service Provider will be required to:
1) Conduct patrol services in neighborhoods impacted by the Palisades Fire including Big Rock, Calle del Barco, Las Flores, La Costa, Rambla Vista/Pacifica, Carbon Canyon, and along PCH within the burn area.
2) Coordinate with City staff and the Los Angeles County Sheriff’s Department to develop effective coverage schedules.
3) Conduct routine check-ins with the City’s Public Safety Department regarding criminal activity and community behavior.
4) Contact LASD as needed for criminal activity response including theft and vandalism.
5) Contact Parking Enforcement for illegal parking issues.
6) Participate in community meetings for public safety insights.
7) Be available for requests from the Public Safety Department and other emergency services during operation periods.

Period of Performance
The contract will be performed for up to a two-year period.

Place of Performance
The services will be performed throughout various neighborhoods in Malibu affected by the Palisades Fire and along Pacific Coast Highway.

Bidder Requirements
Bidders must provide qualifications including organization credentials and experience related to public safety patrol services. They must also supply a Certificate of Liability Insurance and list any past or pending litigation related to professional services over the past five years.
