Description

The Port of San Francisco is seeking Professional Engineering and related services to assist the Port in advancing and managing the multi-billion-dollar Waterfront Resilience Program including: Program Management services Environmental review & regulatory permitting for the overall Program and individual Projects USACE related services to support completion of SF Waterfront Flood Study and manage advancement of preconstruction engineering and design. Planning, design & engineering technical services to develop program standards and procedures, provide technical advisement, complete planning studies, complete project pre-design, and complete design reviews for projects advancing to design and construction by others. Background
The Port of San Francisco, an enterprise agency of the City and County of San Francisco, is issuing this Request for Proposals (RFP) to seek qualified suppliers for program advisory services related to the Waterfront Resilience Program (WRP).

The WRP aims to advance and manage a multi-billion-dollar initiative focused on enhancing the resilience of the waterfront against climate change impacts, including sea level rise and earthquakes. The program anticipates delivering over $13 billion in improvements over the next 20 to 30 years, in partnership with various governmental agencies and private partners.

Work Details
The selected contractor will provide a range of professional engineering and related services, including:
- Program Management services
- Environmental review & regulatory permitting for the overall Program and individual Projects
- USACE related services to support completion of SF Waterfront Flood Study and manage advancement of preconstruction engineering and design
- Planning, design & engineering technical services to develop program standards and procedures, provide technical advisement, complete planning studies, project pre-design, and design reviews for projects advancing to design and construction by others.
- Communications services for the Program
- Finance and legislative support services for the Program
- Workforce development and small business support services
- Real estate & development support services
- Maritime facility planning and business-related services.

Period of Performance
The contract is expected to last for an initial term of 5 years with an option to extend up to 10 years. The anticipated not-to-exceed amount for this contract is $40 million.

Place of Performance
The work will be performed at various locations along the San Francisco waterfront, specifically from Hyde Street Pier in the north to Heron’s Head Park in the south.

Bidder Requirements
Proposers must demonstrate compliance with Local Business Enterprise (LBE) requirements, which include a minimum subcontracting participation requirement of 20%. Additionally, proposers must have an office located within 10 miles of Pier 1 that can accommodate hybrid meetings. The Prime Proposer or Lead Joint Venture Partner must have significant experience in managing large infrastructure programs.
