PRT | RFP for WRP Program Advisory Consulting

Background
The Port of San Francisco, an enterprise agency of the City and County of San Francisco, is seeking qualified suppliers to provide program advisory services for the Waterfront Resilience Program (WRP). This program aims to advance and manage a multi-billion-dollar initiative focused on enhancing the resilience of the waterfront against climate change impacts, including sea level rise and seismic risks.

The WRP is expected to deliver over $13 billion in improvements over the next 20-30 years, partnering with various agencies including the United States Army Corps of Engineers (USACE).

Work Details
The contract includes a range of professional engineering and related services such as:
- Program Management services
- Environmental review & regulatory permitting for the overall Program and individual Projects
- USACE related services to support completion of SF Waterfront Flood Study and manage advancement of preconstruction engineering and design
- Planning, design & engineering technical services to develop program standards and procedures, provide technical advisement, complete planning studies, project pre-design, and design reviews for projects advancing to construction by others.
- Communications services for the Program
- Finance and legislative support services for the Program
- Workforce development and small business support services
- Real estate & development support services
- Maritime facility planning and business-related services.

Period of Performance
The contract will have an initial term of 5 years with an option to extend up to 10 years. The anticipated not-to-exceed amount for this contract is $40 million.

Place of Performance
The geographic location for performance will be along the San Francisco waterfront, specifically from Hyde Street Pier in the north to Heron’s Head Park in the south.

Bidder Requirements
Proposers must meet specific qualifications including having an office within 10 miles of Pier 1 in San Francisco capable of holding hybrid meetings. Additionally, they must demonstrate experience in managing complex infrastructure programs valued at $200 million or more. There are also requirements for Local Business Enterprise (LBE) participation set at 20%.
