Background
The Housing Authority of the City of Los Angeles (HACLA) was established in 1938 and is one of the largest public housing authorities in the nation, managing a portfolio of 9,405 housing units and administering assistance for over 58,000 families. HACLA's mission is to provide quality affordable housing to residents of Los Angeles.
This Request for Proposals (RFP) aims to procure multiple qualified Property Management Service providers to deliver full-service, day-to-day property management services at various multi-family properties identified in the Asset Management Portfolio.
Work Details
The selected providers will be responsible for comprehensive property management services at the following groups of properties:
- Group I: Permanent Supportive Housing (PSH) - Non-Federal
- Group II: Public Housing (Jordan Downs Scattered Sites) - Federal
- Group III: Transitional Housing (El Sereno Program) - Non-Federal
- Group IV: Market Rate (Clarenden) - Non-Federal.
Services include but are not limited to tenant relations, maintenance coordination, financial management, compliance with federal and state regulations, and reporting requirements. Providers must demonstrate experience with affordable housing programs and have staff that reflects the community served.
Period of Performance
The contract will be awarded for an initial term of one year with four additional one-year options, allowing for a total performance period of up to five years.
Place of Performance
The services will be performed at various locations across Los Angeles as specified in the Asset Management Portfolio.
