Background
The Department of Financial Protection and Innovation (DFPI) is responsible for protecting consumers and regulating financial services, products, and professionals in California. The DFPI oversees state-licensed financial institutions and various financial service providers. This Request for Offer (RFO) aims to secure Project Manager support services to enhance the operational capabilities of the DFPI's Information Technology Office (ITO). The anticipated start date for the agreement is July 1, 2026, with a total duration of twelve months.

Work Details
The contractor will provide Project Manager support services, acting as a liaison between the DFPI ITO and stakeholders. Responsibilities include planning, execution, and closeout of projects using California Project Management Methodology (CA-PMM) and/or Project Management Institute (PMI) best practices. Minimum qualifications for consultants include five years in a Project Manager role, experience with IT projects using both Waterfall and Agile methodologies, and familiarity with state procurement processes. Specific tasks include developing project management plans, overseeing project schedules, managing risks, facilitating stakeholder meetings, and ensuring deliverable acceptance.

Period of Performance
The contract is expected to commence on July 1, 2026, and will last for twelve months until June 30, 2027.

Place of Performance
Services will be performed throughout the United States.

Bidder Requirements
Contractors must have a valid CMAS certification. Proposed consultants must possess relevant experience as outlined in the RFO. The contractor is responsible for ensuring resource availability throughout the contract term and must report any data security incidents within two hours.
