Description

It is the intent of these specifications, terms, and conditions to describe project manager for California Advancing and Innovating Medi-Cal (CalAIM) Justice Involved Initiative services being requested by the Alameda County Behavioral Health (ACBH) Department. The County intends to award a two-year contract (with the option to renew for two (2) years) to the Bidder selected as the most responsible Bidder whose response conforms to the RFP and meets the County's requirements.
Background
The County of Alameda is seeking a Project Manager for California Advancing and Innovating Medi-Cal (CalAIM) Justice Involved Initiative services. The initiative aims to transform the Med-Cal Delivery System to improve the quality of life and health outcomes of Medi-Cal beneficiaries, particularly the incarcerated population. The project manager will drive the CalAIM Justice Involved work, support various CalAIM teams, and ensure deliverables are on target.

Work Details
The Contractor will work in a Project Manager role for driving the CalAIM Justice Involved implementation process, including the CalAIM Implementation Plan, and providing an effective and efficient project management for internal and state required CalAIM related activities within implementation timelines, and other special tasks/duties as assigned related to the Contract resulting from this RFP. The Contractor must regularly communicate and coordinate with ACBH staff, organize and attend project team meetings, prepare a project schedule, support the development and implementation of a strategy for Pre-Release Services Readiness Assessment of CalAIM Justice Involved Initiative, support the provision of Pre-Release Services and Behavioral Health Care Linkages for incarcerated eligible individuals, evaluate existing ACBH Care resources, collaborate with internal and external strategic partners, engage in ACBH activities to operationalize program milestones for each CalAIM goal in compliance with DHCS requirements, verify any CalAIM policy changes and communicate them to ACBH leadership, monitor and report on the implementation status of the CalAIM related initiatives. Apply knowledge and experience in Change Management. Provide Project Scoping. Training to County staff working on the CalAIM Justice Involved Initiative and other stakeholders. Submit required reports in a timely and professional manner. Document potential barriers to a successful implementation of Justice Involved CalAIM Initiative and develop a suite of solutions to overcome those barriers. The Contractor must also conduct a kick-off meeting at the beginning of the contract. Prepare Quarterly Report on CalAIM Initiative Deliverables. Provide evidence of Reports submittal to DHCS upon County’s request. Provide Monthly Dashboard Reports to CalAIM Steering Committee in a format provided by ACBH. These reports will be uploaded by ACBH after receipt from Contractor. The Contractor must also provide timely submission of requested CalAIM related reports to the ACBH CalAIM Executive Sponsor, Chief Nursing Officer.

Period of Performance
The contract will have an initial term of two years with an option to renew for an additional two years.

The evaluation period is scheduled from April 22, 2024 to May 30, 2024.

Optional Vendor Interviews are planned for the week of May 13, 2024.

The Notice of Intent to Award is expected on May 31, 2024.

The Contract Start Date is set for August 1, 2024.

Place of Performance
The services will be performed at Alameda County Behavioral Health (ACBH) Department.
