STATE OF CALIFORNIA DEPARTMENT OF GENERAL SERVICES REAL ESTATE SERVICES DIVISION PROJECT MANAGEMENT AND DEVELOPMENT BRANCH ADVERTISEMENT FOR STATEMENT OF QUALIFICATIONS Project Number: 12509 Exposition Park Underground Parking Structure, Office of Exposition Park Management Headquarters, Community Center and Park (EPUHC) City of Los Angeles Los Angeles County California The Department of General Services, Real Estate Services Division - Project Management and Development Branch requests the submittal of qualifications from interested Design-build Entities to provide professional Architectural/Engineering and Construction services for the design and construction of the new Exposition Park Underground Parking Structure, Office of Exposition Park Management Headquarters, Community Center and Park in the City of Los Angeles, Los Angeles County, California. The Office of Exposition Park Management will operate the new facility. The project consists of the design and construction of a new underground parking structure, surface parking areas, roadways, headquarters and community center building, infrastructure, and park for the Office of Exposition Park Management in accordance with the Exposition Park Master Plan. The project will include: the demolition of existing surface parking lots and the installation of underground utilities, construction of a new approximately 720,000 square foot subterranean parking garage containing a minimum of 1,775 parking spaces. The new underground parking garage will be covered by park space at street level capable of supporting vehicular traffic with public restrooms and outdoor concession space. Additionally, the project will be constructing an approximately 43,000 square foot Exposition Park Headquarters and Community Center including emergency power system with generators, and a minimum 85-space surface bus parking lot with shade structures and photo voltaic system. New site improvements include, but are not limited to, entrance signage, wayfinding signage, and new native drought tolerant landscaping are also included in this project. Site work includes but is not limited to new utility infrastructure, local roadway improvements, lighting, fencing, utilities, and related improvements. The new facilities will require coordination with local utility companies for electrical, cable/internet/low voltage communication, and the City and County for utilities such as storm drainage, wastewater, garbage, fire suppression, lighting, roadways for ingress/egress including local permitting and water. The project will be designed and constructed for LEED Gold certification at a minimum and Zero Net Energy (ZNE). The State is using the Design-build method of project delivery for the design and construction of the Project. The State will use a two-step process to select the Design-build Entity for the Project: Step 1 - REQUEST FOR QUALIFICATIONS (RFQ) - pre-qualification of Design-build Entities. Step 2 - REQUEST FOR PROPOSAL (RFP) - up to the three (3) most qualified Design-build Entities will be invited to submit a proposal for the Project in response to the RFP. The State will request design proposals from the three (3) most qualified Design-build Entities after successfully completing a pre-qualification process. Through the RFP, the successful Design-build Entity for the Project will be selected on a Best Value to the State basis. The State will establish a stipulated sum for the Design-build Entity, currently estimated at approximately $307,000,000. The actual stipulated sum shall be defined in the future RFP. It is anticipated by the State that the final facility design will exceed the requirements set forth in the RFP for energy efficiency, recycling, indoor air quality, and alternative energy systems. Each responding Design-build Entity must submit qualifications for an Architect and the General Contractor, each appropriately licensed in California, as well as qualifications for a Structural Engineer, Landscape Architect, (all of which shall be appropriately licensed in California and serve as the Engineers of Record) a Parking Structure Consultant/Design Lead (if not one of consultants listed above), and Transportation Consultant/Design Lead (if not one of consultants listed above). The Design-build Entity s architect shall be required to complete the design and serve as the Architect of Record for the Project. The Design-build Entity may, in addition, submit qualifications of other firms that bring special qualifications to their teams, each appropriately licensed in California. These or combinations of the above disciplines may be provided by a single firm or by several firms. These firms elected to be identified as part of the Design-build Team shall serve as the Project s engineers/designers of record for their particular discipline(s). A MANDATORY RFQ Briefing Conference is scheduled for 2:00 P.M., PT, August 08, 2024, virtually. This conference is intended to review the RFQ/RFP process and submittal requirements, general project scope, the State s Small Business and Disabled Veterans Business Enterprises (DVBE) program goals and requirements, and the qualification/proposal process. The Design-build contract award is currently scheduled for the Late Spring of 2025. All RFQ submittals received from DBEs that do not attend the mandatory briefing will be returned without review. DBEs that attend the mandatory RFQ briefing conference may obtain an RFQ on the California eProcure website (California State Contracts Register CSCR) on the Internet at: http://www.caleprocure.ca.gov/.
