Professional Development Services

Background
San Bernardino County, through its Human Services department, is seeking proposals for Professional Development Services to enhance the training and development of its over 25,000 employees across more than 40 departments.
The goal is to provide high-quality, cost-efficient training that meets diverse learning needs and supports the County's vision.
This Request for Qualifications (RFQ) aims to identify and pre-qualify vendors who can deliver these services under a fee-for-service contract.

Work Details
The selected contractors will provide a range of Professional Development Services, which include:
- Conducting needs assessments to identify training gaps;
- Developing curricula and course materials;
- Delivering instruction in various formats (in-person or virtual);
- Creating evaluation instruments to measure training effectiveness;
- Collaborating with subject matter experts;
- Providing consultative services on various professional education topics.
Contractors must ensure effective communication with the Performance Education & Resource Centers (PERC) and adhere to timelines for proposals and service delivery.
They are also required to conduct post-training surveys to assess participant satisfaction.

Period of Performance
The contract will be awarded for a term of three years from the date of execution, with the possibility of two one-year extensions based on performance and funding availability.

Place of Performance
Services will primarily be delivered throughout San Bernardino County, with specific locations determined by departmental needs.

Bidder Requirements
Proposers must demonstrate relevant industry qualifications and experience in providing training services.
They must also comply with local vendor preferences if applicable, possess necessary certifications, and ensure that all personnel have appropriate background clearances as required by the County.
