Description

GENERAL WORK DESCRIPTION The work, in general, to be done under this contract consists of the rehabilitation of three primary clarifiers at the City of Chico Water Pollution Control Plant. Work includes, but is not limited to, selective demolition of clarifier components; structural concrete repair; surface preparation and application of epoxy coatings; installation of new mechanical equipment including sludge collectors, scum skimmers, drives, and sludge gates; electrical and instrumentation improvements; and associated site work and temporary bypass operations. Only one clarifier may be taken offline at a time; construction will occur in phases. FUNDING SOURCE This project is funded with Local funds. ENGINEER'S ESTIMATE The Engineer's Estimate for this Contract is $8,900,000. CONTRACT TIME The Project has 745 Calendar Days. MANDATORY PRE-BID MEETING A mandatory pre-bid meeting will be held on Tuesday, July 22, 2025, at 10:00 AM at the City of Chico Water Pollution Control Plant , located at 4827 Chico River Road, Chico, CA 95928 . All prospective prime contractors must attend the pre-bid meeting and site walk to be eligible to bid on this project. The meeting will include a walkthrough of project work areas located within an active wastewater treatment facility . As such, appropriate personal protective equipment (PPE) including hard hat, high-visibility vest, and safety toe footwear will be required for site access. Please RSVP by email to brandon.stokes@chicoca.gov no later than 24 hours prior to the meeting to assist with security and site access coordination. LICENSING REQUIREMENTS At the time the City awards the contract for this project, the Contractor shall possess either a Class A Contractor License or a combination of classes required by the categories and types of work included in this contract. This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990. CALIFORNIA PREVAILING WAGES REQUIREMENTS This project requires the payment of prevailing wage rates to be paid to members of each craft or classification performing work on this project. Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the county, or counties, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. A copy of the California State minimum wage rates is not included in the Specifications advertised for Bid. They may be obtained online at: www.dir.ca.gov/DLSR/statistics_research.html https://sam.gov/content/wage-determinations The U.S. Department of Transportation (DOT) provides a toll-free hotline service to report bid rigging activities. Bid rigging activities can be reported Mondays through Fridays, between 8:00 a.m. and 5:00 p.m., Eastern Time, at (800) 424-9071. Anyone with knowledge of possible bid rigging, bidder collusion, or other fraudulent activities should use the hotline to report these activities. The hotline is part of the DOT's continuing effort to identify and investigate highway construction contract fraud and abuse and is operated under the direction of the DOT Inspector General. All information will be treated confidentially, and caller anonymity will be respected. REGISTRATION WITH DEPARTMENT OF INDUSTRIAL RELATIONS A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. PAYMENT RETENTIONS; SUBSTITUTION OF SECURITIES The City will retain five percent (5%) of the estimated value of the work performed and fifty percent (50%) of the value of materials furnished and delivered, as part security for the fulfillment of the contract. In accordance with Section 4590 of the California Government Code, the Contractor may elect to receive 100% of progress payments without retention by depositing securities of equivalent value with the City. The City will determine the value of such securities, and that valuation will be final. This option is also available for securities held in lieu of retention being paid to an escrow agent.
