Prequalification Notice - Stadium Project

Background
The State of California, through the Board of Trustees of The California State University (CSU), is seeking Design-Builders to provide design and construction services for a new stadium project at Sacramento State University. The goal is to enhance the university's athletic facilities by constructing a 22,000-seat NCAA Football Stadium, significantly increasing seating capacity from the current 5,000 seats. The selection of the Design-Builder will be based on qualifications and proposed fees, rather than a design competition.

Work Details
The project consists of constructing a 22,000-seat NCAA Football Stadium that includes:
- Infrastructure improvements
- A new artificial field
- Modular seating arrangements
- Modular locker rooms/restrooms/showers/changing facilities
- A scoreboard
- A press box

The project aims to add an additional 17,000 seats to the existing grandstands.

Period of Performance
The prequalification applications are due by October 1, 2025. Firms must have an approval letter by October 9, 2025. The Request for Qualifications (RFQ) documents will be available on or after October 14, 2025.

Place of Performance
The contract will be performed at Sacramento State University located at 6000 J Street, Sacramento, CA 95819.

Bidder Requirements
Bidders must be financially prequalified with the Trustees and submit prequalification applications by October 1, 2025. A contractor license requirement is specified as 'B'. Additionally, there is a requirement for three percent Disabled Veteran Business Enterprise (DVBE) participation in all contracts. Contractors must possess an Experience Modification Rate (EMR) of 1.0 or lower; subcontractors must have an EMR of 1.25 or lower to participate in this project.
