Description

The City seeks to develop enforceable objective design standards for multi-family residential and mixed-use development projects.
With the input of residents, stakeholders, staff, and decision makers, the City desires to produce objective design standards that reflect the goals, priorities, vision, and unique village community character of the City while satisfying the requirements of state law.
Objective Design Standards must be measurable and verifiable.
Background
The City of Coronado, incorporated in 1890, is a general law coastal city located south of downtown San Diego. With a population of approximately 24,000 residents, the City operates under a Council-City Manager form of government. The Community Development Department oversees planning and building needs.

In response to recent housing legislation and to support the City's Certified 2021-2029 Housing Element Update, the City aims to develop enforceable objective design standards for multi-family residential and mixed-use development projects. This initiative seeks to replace subjective design standards currently used in the design review process with measurable and verifiable criteria that align with state law requirements.

Work Details
The selected consultant will be responsible for preparing Objective Design Standards for multi-family residential and mixed-use development projects. The scope includes:

1. Project Initiation:
- Document Review: Analyze key documents such as the General Plan and Housing Element Update.
- Kick-off Meeting: Establish project milestones and expectations with City staff.
- City Tour: Conduct an in-person tour to understand community character.
- Sites Analysis: Identify potential areas for development and document community characteristics.

2. Public Outreach:
- Facilitate three public outreach events including a community survey, stakeholder workshops, and a community workshop for feedback on draft standards.

3. Objective Design Standards Development:
- Produce three draft documents (Administrative Draft, Public Review Draft, Public Hearing Draft) covering various architectural styles, site planning, building massing, materials, landscaping, etc., tailored to Coronado's context.

4. Public Review and Adoption:
- Prepare visual aids and materials for public hearings; develop a final Objective Design Standards document and an illustrated user’s guide for project sponsors.

Period of Performance
The anticipated schedule for the project is 4–6 months from the Notice to Proceed to finalization of plans and adoption at a City Council Public Hearing.

Place of Performance
The contract will be performed within the geographic boundaries of the City of Coronado, California.

Bidder Requirements
Consultants must have at least one registered Professional Engineer or Architect licensed in California with demonstrated experience in developing construction plans similar to those outlined in the Scope of Services.
