Preadmission Screening and Resident Review (PASRR) Level II Evaluations

Background
The California Department of Health Care Services (DHCS) is issuing Invitation for Bid (IFB) #25-010 for the Preadmission Screening and Resident Review (PASRR) Level II Evaluations. The purpose of this IFB is to solicit bids from qualified firms capable of administering and certifying the completion of PASRR Level II Evaluations for individuals prior to their admission to Medicaid-certified Skilled Nursing Facilities (SNFs).

DHCS aims to award a single contract to the most responsive and responsible bidder offering the lowest bid.

Work Details
The contractor will be responsible for administering PASRR Level II Evaluations, which include:
1. Documenting each attempt to contact relevant personnel at SNFs in the PASRR system as a case note, including date, time, and name of the person contacted.
2. Ensuring that case notes reflect the position of the individual contacted if available.
3. Providing timely responses to SNF requests for file exchanges when necessary.
4. Completing evaluations in accordance with specified guidelines and maintaining accurate records.
5. Reimbursement for services performed will be based on a rate schedule outlined in Exhibit B, Section 1.D.a, which specifies reimbursement during the first two years of the contract and any extension period.

Period of Performance
The contract will be performed over a period of two years with potential extensions as specified in the IFB.

Place of Performance
The services will be performed within California, specifically targeting Medicaid-certified Skilled Nursing Facilities.
