Background
The Homeless Data Integration System (HDIS) supports the California Interagency Council on Homelessness (Cal ICH) in its mission to develop policies and identify resources, benefits, and services aimed at preventing and ending homelessness in California.
The HDIS aggregates local Homeless Management Information System (HMIS) data from various programs across the state into a comprehensive reporting system. It provides the State with an unduplicated count of individuals accessing services while experiencing homelessness and insights into their characteristics and service access patterns. The system currently receives data from 44 regionally-based California Continuums of Care (CoCs), which operate independently to manage housing and services for homeless individuals.
Work Details
The contractor will be responsible for the maintenance and operation of the HDIS, ensuring that it continues to function effectively as a statewide data warehouse. Key responsibilities include:
1. Maintaining data integrity through regular updates and cleansing processes.
2. Ensuring secure data transfer protocols are followed for data received from CoCs.
3. Implementing Master Data Management techniques to standardize and merge duplicate records.
4. Providing robust analytics and visualizations to support policy development and public transparency.
5. Adhering to strict data privacy and security standards as established by Cal ICH.
Period of Performance
The contract term will be defined in ATTACHMENT 19: APPENDIX A - STATEMENT OF WORK, which outlines the duration for software licensing and implementation services.
