Pre-Solicitation for DIR RFP 16628 for Electronic Adjudication Management System (EAMS) Courts

Background
The Department of Industrial Relations (DIR) is conducting this solicitation under the authority of the California Department of Technology (CDT) to obtain proposals for IT consulting services related to the Electronic Adjudication Management System (EAMS) modernization for courts.

The current EAMS supports the Division of Workers' Compensation (DWC) in managing court case and claims processes, but is nearing the end of its usefulness and requires replacement. The goal is to enhance operational efficiency, modernize service delivery, and promote scalability across DIR's systems.

Work Details
The contractor will be responsible for replacing the existing EAMS system for courts, which includes:
1. Project Setup and Solution Planning;
2. Design;
3. Build and Test;
4. Mock Production;
5. Organization Change Management (OCM);
6. Go-live;
7. Maintenance & Operations (M&O).

The new system will integrate with DIR's Enterprise Data Lake on Google Cloud Platform (GCP) and ensure near real-time data transfer to the DIR Enterprise Data Platform. The contractor must also ensure integration with the Enterprise Document Management System (EDMS) hosted on GCP, ensuring all unstructured data is stored and retrievable within that environment.

Period of Performance
The contract will have a base term of four years, effective upon approval by CDT, with an option for three one-year extensions, allowing a maximum contract term of seven years.

Place of Performance
The contract will be performed primarily in California, utilizing cloud-based solutions hosted on Google Cloud Platform.

Bidder Requirements
Bidders must comply with specific qualifications including submission of a completed Intent to Bid form, adherence to DIR's change control procedures, and submission of a performance bond if required by the State.
