Background
The City of Palo Alto is a full-service municipality with approximately 1,000 full-time employees across various departments, including police, fire, utilities, public works, community services, and administrative functions.
The City is committed to maintaining a safe and healthy workforce by conducting medical examinations and health screenings for applicants and employees as required by state and federal regulations. The goal of this contract is to engage a qualified medical services provider to perform comprehensive Pre-Employment and Occupational Medical Services in compliance with applicable laws and regulations.
Work Details
The selected consultant will provide a range of medical services including:
1) Full Medical & Occupational Health History;
2) Non-DOT Employee Examinations;
3) DOT Employee Examinations;
4) Firefighter Preplacement Exams;
5) Police Preplacement Exams;
6) DMV Medical Examinations;
7) OSHA Respirator Medical Clearance Examinations;
8) Fitness for Duty Evaluations;
9) Drug and Alcohol Testing;
10) Tuberculosis (TB) Testing;
11) Vaccinations and Immunizations;
12) Laboratory Only Services;
13) Hazardous Materials Baseline, Annual, and Periodic Medicals.
Each examination type includes specific tests and evaluations as detailed in the RFP Costing Sheet. The consultant must maintain compliance with OSHA standards, FMLA, HIPAA, DOT regulations, EEOC guidance, ADA requirements, and applicable state/local health codes.
Period of Performance
The contract will be effective for a three-year term starting from the date of award.
Place of Performance
Services will be performed at various locations as coordinated between the City’s Human Resources Department and the consultant. The consultant must maintain office hours Monday through Friday from 8:00 a.m. to 5:00 p.m., with extended hours preferred.
Bidder Requirements
Proposers must possess a valid Professional License in California for providing medical services. All medical services must be performed by California-licensed physicians or qualified medical personnel under their supervision.
Proposers must demonstrate experience conducting pre-employment and occupational medical exams for public agencies. Evidence of financial stability is required, along with compliance with insurance requirements outlined in the RFP.
