Police Towing Services

Background
The City of Morgan Hill seeks proposals from qualified bidders to enter into a franchise agreement for rotational police towing and storage services. The city may award between one and three franchises based on the quality of proposals received.

The current contract with Dick’s Towing and Community Transport is set to expire on June 30, 2026, with new contracts commencing on July 1, 2026. The expected term for the new contracts is five years, ending on June 30, 2031, with an option for a two-year extension based on performance.

Work Details
The selected tow service provider(s) will be responsible for immediate response and towing of vehicles as requested by the Morgan Hill Police Department. Services include:
- Towing vehicles involved in accidents or disabled
- Removing vehicles that impede traffic
- Impounding vehicles for evidence
- Storing abandoned vehicles.

Providers must comply with the City’s Tow Policy Guidelines and Requirements. The city establishes maximum rates for towing services, which begin when the tow vehicle arrives at the scene and end when the vehicle is left at the tow yard. Providers are required to pay a franchise fee of $132 per vehicle to the city, which may increase to $165 upon contract award.

Period of Performance
The contract will commence on July 1, 2026, and will last for five years until June 30, 2031. There is an option for a two-year extension if performance is deemed acceptable.

Place of Performance
Services must be provided within a five-mile radius of Morgan Hill City Hall located at 17575 Peak Avenue, Morgan Hill, California.

Bidder Requirements
To be eligible for consideration, bidders must have their place of business and vehicle storage facility within five miles of Morgan Hill City Hall. Companies must attend a mandatory pre-proposal conference on March 13, 2026, to avoid disqualification. Proposals must meet minimum requirements outlined in the City’s Tow Policy to avoid disqualification during the evaluation process.
