Police Radio System Assessment and Recommendation

Background
The City of San Bruno, a general law city founded in 1914, is seeking proposals for a comprehensive assessment of its police radio communications system. The San Bruno Police Department relies on mission-critical radio communications to support police operations and coordinate with various public safety stakeholders.

The current single-band T-Band Land Mobile Radio (LMR) system is outdated, lacks encryption for security compliance, and has limited operational capacity. The City aims to develop a future-state system that enhances secure communications, increases capacity, and improves interoperability with other agencies.

Work Details
The selected firm will conduct a thorough assessment of the existing radio communications environment and provide recommendations for a replacement solution. Key tasks include:
1) Assessing the current single-band T-Band LMR system's architecture and operational limitations;
2) Evaluating future operational needs over the next 5-7 years;
3) Proposing a P25-capable replacement solution;
4) Considering encryption implementation;
5) Identifying potential capacity improvements;
6) Exploring interoperability options with regional systems;
7) Evaluating an LTE-only backhaul communications plan;
8) Delivering practical recommendations for implementation, migration strategies, and lifecycle cost projections.

Period of Performance
The project is expected to commence upon selection in June 2026, with completion targeted by November 2026.

Place of Performance
The work will be performed in San Bruno, California.

Bidder Requirements
Proposers must demonstrate expertise in public safety communications systems, Land Mobile Radio (LMR) assessments, Project 25 (P25) planning, and mobile LTE network design. They should also have experience in developing interoperability strategies across multiple agencies.
