Background
The Sacramento Police Department (SPD) is issuing this Request for Proposals (RFP) to qualified independent consulting firms or individuals for a comprehensive operational assessment and review of the SPD Records Division. The goal is to gather insights on industry practices, methodologies, typical project costs, and relevant experience to enhance the efficiency and compliance of the Records Division, which manages all police records including incident reports and body-worn camera footage.

Work Details
The selected firm will conduct a thorough operational assessment of the SPD Records Division, focusing on several key areas:

1. Staffing & Personnel: Analyze workload, staffing levels, organizational structure, and provide an optimization plan.

2. Workflows & Efficiency: Map processes and identify bottlenecks in Public Records Act request fulfillment.

3. Policy & Legal Adherence: Review policies against local, state, and federal laws including compliance audits of records requests.

4. Training & Oversight: Evaluate staff training and quality control mechanisms.

5. Physical Environment: Assess workspace efficiency and command placement.

6. Task Analysis: Conduct detailed workload analysis for all primary tasks and develop key performance indicators (KPIs).

7. Scheduling: Evaluate shift scheduling processes for efficiency.

Period of Performance
The contract will commence upon award notification with specific timelines for project initiation to be determined during contract negotiations.

Place of Performance
The services will be performed in Sacramento, California.

Bidder Requirements
Proposers must demonstrate relevant experience in conducting similar assessments for law enforcement agencies or comparable public agencies within the last five years. They must also comply with local business enterprise (LBE) requirements if applicable.
