Background
The City of Temecula is seeking proposals for the replacement of its existing phone system, which has reached the end of its life and no longer meets the city's operational needs.

The new solution must be a modern, cloud-based phone system that provides robust PBX functionality, automatic disaster failover, and seamless integration with existing platforms such as Microsoft Teams and Zoom.

Work Details
The selected vendor will provide a comprehensive phone system solution that includes:

- Auto-Attendant (automated call routing)
- Voicemail (features including forwarding and voicemail-to-email)
- Conference Calling (multi-party support)
- Caller ID
- Emergency Call Location & Identification
- Call Recording (for training and compliance)
- Interactive Voice Response (IVR)
- Call Queues (management of incoming calls)
- Extension Dialing
- Call Analytics (reporting with a minimum retention of 2 years)
- Cordless Phone options
- Code Blue/Vingtor-Stentofon SIP integration
- Bluetooth 5.0 or greater hardware integration
- CRM integration
- Mobile App Support for Android & iOS
- Scalability for user management
- Global Reach for international calling
- Security Features (encryption and fraud detection)
- Unified Communications integration with chat and video conferencing tools
- Disaster Recovery systems for continuity during outages
- API Access for custom integrations
- Shared line workgroup auto-attendant capabilities
- Multi-port phones compatibility with SIP integration and POTS lines. Additionally, professional services will include configuration of new hardware and porting existing DIDs from the current provider to the new system. Hardware requirements include 400 desk phones with 1 Gb NICs and 5 wireless handsets.

Period of Performance
The contract will be awarded for a five-year term with an option to renew for two additional one-year terms.

Place of Performance
The services will be performed within the City of Temecula.

Bidder Requirements
Bidders must comply with all labor compliance requirements including prevailing wage laws as per California Labor Code. Contractors must be registered with the Department of Industrial Relations (DIR) to qualify for bidding on public works projects. Additionally, local vendors may receive a five percent preference in the award process.
