Background
The City of Palo Alto's Planning & Development Services Department is seeking proposals from qualified vendors to provide a modern, cloud-based permitting system that meets current and future needs for permitting, land management, code enforcement, and inspections.
The City aims to improve efficiency, customer experience, and long-term value in response to evolving community expectations and increasing demand for digital services.
Work Details
The selected vendor will be responsible for delivering a cloud-based permitting system with the following core functionalities:
- Application intake with dynamic forms
- Automated workflows
- Real-time application status tracking
- Integrated document management
- Dynamic fee calculation with payment processing
- Comprehensive inspection scheduling
- A multilingual applicant portal
- Administrative tools for low-code/no-code configuration.
The vendor must ensure integration with existing City systems such as the Palo Alto 311 platform and ArcGIS. Implementation services will include project management, data migration, system configuration, training materials delivery, and ongoing support post-launch.
Period of Performance
The contract is expected to commence upon award in April 2026 and conclude with the go-live of the system by September 2027 or sooner.
Place of Performance
The services will be performed primarily in Palo Alto, California.
Bidder Requirements
Vendors must demonstrate proven expertise in relevant permitting functions and provide evidence of financial stability. They are required to fill out Attachment B - Firm Experience for reference checks. Additionally, vendors must comply with insurance requirements as specified in the RFP.
