Background
The County of Los Angeles (County) Internal Services Department (ISD) is issuing this Invitation for Bids (IFB) to solicit bids for a contract with an organization that can provide Pay Phone Services at County locations throughout Los Angeles County. The goal of this contract is to ensure the continued operation and maintenance of 241 pay phones used by both County employees and the public at various facilities, including parks and hospitals.
Work Details
The selected contractor will be responsible for providing pay phone services for 241 pay phones located at various sites throughout Los Angeles County. This includes:
- Routine inspection and preventive maintenance
- Repair and/or replacement of payphone components
- Coin collection system management
- Network connectivity troubleshooting
- Vandalism damage repair
- Operational monitoring and response
The contractor will receive a monthly fee for each pay phone serviced, which varies based on whether the phones are classified as 'Concession Phones' (generating over $100 in revenue) or 'Convenience Phones' (generating less than $100 in revenue). The contractor must ensure that all services continue without disruption.
Period of Performance
The anticipated contract term is five (5) years, starting from January 1, 2027, with options for three (3) additional one-year extensions and six (6) month-to-month extensions. This allows for a maximum total contract duration of eight (8) years and six (6) months.
Place of Performance
Services will be performed at various locations throughout Los Angeles County, including office buildings, hospitals, courts, parks, recreation areas, and beaches.
Bidder Requirements
Bidders must have a minimum of three cumulative years’ experience within the last five years providing maintenance, repair, and operational support services for at least 50 public pay phones located in multiple locations. Bidders must also register on the County’s WebVen prior to contract award. Additionally, bidders must comply with the County's Contractor Employee Jury Service Ordinance and certify compliance with the Zero Tolerance Policy on Human Trafficking.
