Background
The City of Glendale, through its Department of Public Works, is seeking proposals for the Pavement Management Plan Update, ADA and Sidewalk Condition Assessment, and Policy Development and Support Services. The City has a significant investment in its roadway network, with approximately $457 million in paved roadways. The goal of this contract is to update the existing Pavement Management Plan using a reliable methodology, produce a prioritized 5-year Capital Improvement Plan (CIP) and 10-year funding scenarios, and deliver tools and datasets to support ongoing program administration.

Work Details
The selected consultant will provide services that include:
1. Updating the Pavement Management Plan (PMP) using a defensible methodology.
2. Producing a prioritized 5-year CIP and 10-year funding scenarios that optimize return on investment (ROI).
3. Delivering implementable tools and datasets such as MicroPAVER, ArcGIS Pro GIS database, and a public-facing PCI web map.
4. Conducting sidewalk and ADA condition assessments.
5. Developing related policies and conducting future program re-assessments.
6. The full scope includes project management, data compilation, pavement condition data collection, database development, treatment strategy formulation, cost modeling, scenario planning, and establishing performance targets for the pavement rehabilitation program.

The expected completion date for the services described in this RFP is December 31, 2027.

The contract will be performed in Glendale, California.

Bidder Requirements
Proposers must demonstrate satisfactory completion of at least three California public agency contracts comparable in scope and complexity to this project. They must also provide evidence of key personnel's experience and qualifications. Additionally, proposers are required to comply with insurance requirements as outlined in Exhibit 4 of the RFP.
