Background
The City of Pasadena Department of Public Works, Building Systems and Fleet Management Division (BSFMD) is seeking a qualified vendor to provide Diesel Particulate Filter (DPF) cleaning and Clean Truck Check (Heavy-Duty Inspection and Maintenance - HD I/M) services on an as-needed basis. This initiative aims to support the City's heavy-duty fleet in maintaining emissions control systems and ensuring compliance with regulatory requirements.

The City operates approximately 1,100 vehicles that must adhere to California Air Resources Board (CARB) Clean Truck Check program standards. The selected vendor will facilitate ongoing service needs throughout Fiscal Year 2027.

Work Details
The contractor will provide the following services:
1. **Particulate Trap (DPF) Cleaning Services**:
- Removal and installation of diesel particulate filters.
- Cleaning of DPF units using approved methods such as thermal regeneration, pneumatic cleaning, aqueous cleaning, or ultrasonic cleaning.
- Inspection of filters for damage or wear and documentation of cleaning results.
- Recommendations for replacement if filters are non-serviceable.

2. **Clean Truck Check (HD I/M) Services**:
- Emissions compliance testing per CARB requirements.
- Testing applicable heavy-duty vehicles under the HD I/M program.
- Reporting and submission of test results to regulatory systems, including documentation of compliance status.

Period of Performance
The contract is scheduled to commence on July 1, 2026, and conclude on June 30, 2027.

Place of Performance
Services will be performed at the City Yards located at 323 W. Mountain Street, Pasadena, CA 91103.

Bidder Requirements
