Parking Services Management for Exposition Park RFP OEPM 24-007

Background
The Office of Exposition Park Management (OEPM), part of the California Natural Resources Agency, is responsible for overseeing Exposition Park, a 160-acre public space in Los Angeles that hosts various cultural and educational venues.

The OEPM aims to enhance visitor experience through effective parking services management, ensuring safety, cleanliness, and aesthetic standards across all parking areas. This Request for Proposal (RFP) seeks qualified contractors to provide comprehensive parking services management as part of a broader initiative to accommodate increasing attendance due to upcoming capital projects, including the Lucas Museum of Narrative Art and the California Science Center's Air and Space Center.

Work Details
The contractor will be responsible for providing all labor, materials, tools, and equipment necessary for parking services management at Exposition Park. Key responsibilities include:
- On-site management of parking operations with a hybrid model combining automation and personnel services during peak times.
- Development of technical parking operations plans that cater to daily visitors and special events.
- Maintenance of aesthetic conditions in all parking areas while adhering to safety standards.
- Management of automated parking systems, including payment stations and customer service interactions.
- Coordination with public safety entities and law enforcement for traffic control.
- Implementation of signage for traffic circulation and pedestrian management.
- Staffing requirements include hiring, training, and deploying professional staff who provide excellent customer service. Staff must maintain a professional appearance and be prepared to assist visitors with inquiries.

Period of Performance
The contract will commence on July 1, 2025, with an initial term of three years (ending June 30, 2028) and includes two optional one-year extensions through June 30, 2030. The total contract value may reach up to $17 million over the entire period.

All services will be performed at Exposition Park located at 700 Exposition Park Drive, Los Angeles, CA 90037.
