Parking Citation Processing Services

Background
The Los Angeles County Sheriff's Department is issuing this Request for Qualifications (RFQ) to seek Statements of Qualifications (SOQs) from organizations that can provide Parking Citation Processing Services (PCPS) to the Department's Parking Enforcement Detail.

The current PCPS provider is responsible for a complete solution, including a PCPS system, an electronic payment processing system, field equipment, and support personnel responsible for processing not less than 276,000 parking citations per year. This RFQ is a request for qualifications only and not a solicitation; the County intends to release a Request for Proposals (RFP) in the near future.

Work Details
The services required under this contract include:
1. Providing a comprehensive Parking Citation Processing System (PCPS).
2. Implementing an electronic payment processing system.
3. Supplying necessary field equipment for citation processing.
4. Providing support personnel to manage the processing of at least 276,000 parking citations annually.

Period of Performance
The RFQ was released on March 4, 2026, with SOQs due by April 21, 2026. The specific period of performance will be determined in the subsequent RFP.

Place of Performance
Services will be performed within Los Angeles County.

Bidder Requirements
Respondents must meet the following Minimum Mandatory Requirements:
1. A minimum of five consecutive years' experience providing parking citation systems and services as a primary business or major component of operations within the last seven years.
2. A minimum of five consecutive years' experience managing a PCPS solution for at least one law enforcement agency within the last seven years.
3. Current experience processing an average minimum of 23,000 parking citations per month for one agency.
4. No unresolved questioned costs over $100,000 identified by the Department of the Auditor-Controller in the last ten years.
