Background
The City of Placentia is seeking proposals from qualified contractors to provide janitorial services for park restroom facilities and special event porter services. The objective is to secure a single contractor capable of delivering timely, consistent, and cost-effective cleaning services to ensure that park facilities are maintained in a safe and sanitary condition for public use. The City operates as a Charter City in northern Orange County, serving approximately 53,000 residents.
Work Details
The contractor will be responsible for comprehensive janitorial services including:
- Cleaning and disinfecting park buildings, restrooms, and special event venues.
- Providing porter services during City-sponsored events.
- Furnishing all necessary labor, supervision, equipment, materials, and supplies.
- Ensuring compliance with applicable federal, state, and local laws.
- Maintaining cleanliness standards appropriate for high-use public facilities.
Tasks are outlined in the Janitorial Specifications (Exhibit A) and include specific cleaning tasks at various locations such as Arroyo Verde Park, Champions Sports Complex, Koch Park, Kraemer Park, Los Ninos Park, McFadden Park, Tuffree Park, Vaqueros Park, and Valadez School. Services must be provided 365 days a year during morning hours and include stocking supplies like towels and toilet paper; emptying trash receptacles; cleaning mirrors and restroom fixtures; sweeping and mopping floors.
Period of Performance
The contract is expected to commence on August 1, 2026, and continue through July 31, 2029. There are options for two one-year extensions.
Place of Performance
Services will be performed at various park facilities owned by the City of Placentia located in northern Orange County.
Bidder Requirements
Bidders must demonstrate specialized expertise as required by California Government Code Section 37103. They must hold all necessary licenses to perform the services outlined in the RFP. No portion of the work may be subcontracted without prior written approval from the City. Contractors must also provide proof of insurance including:
- Commercial General Liability Insurance with limits of $2 million per occurrence and $4 million aggregate.
- Business Automobile Liability Insurance with limits of $2 million.
- Workers’ Compensation Insurance as required by California law.
- Employer’s Liability Insurance with limits of $1 million.
