PACE Supplemental Transportation Services

Background
CalOptima is issuing this Request for Proposals (RFP) to acquire supplemental transportation services for participants of the Program of All-Inclusive Care for the Elderly (PACE) residing in Orange County.

PACE is a Medicare and Medicaid program designed for adults over 55 who require ongoing medical care and support services, aiming to keep frail seniors in the community rather than institutional settings.

Work Details
The selected contractor will provide safe transportation to and from the PACE Center for medical appointments, including dialysis centers.

The service must track ride times to ensure compliance with the Department of Health Care Services (DHCS) requirement that no trip exceeds 60 minutes. Transportation services include:
1. Door-to-door pick-up and drop-off round trips for PACE participants to various destinations such as:
- Their homes and the PACE Center
- The PACE Center and medical centers
- Their homes and medical centers
- Their homes and dialysis centers
- Alternative Care Setting (ACS) Centers
- Field trip destinations
- Other approved locations by the Interdisciplinary Team (IDT)
2. Transporting caregivers or CalOptima Health staff if approved.
3. Providing “through the door” service based on individual needs, ensuring timely transportation with a target of 90% on-time performance.

The hours of operation are Monday through Friday, 7:00 AM to 6:00 PM PST, with potential modifications for service requests outside these hours.

Period of Performance
The expected duration of the initial agreement is one year, with options to extend for four additional one-year terms.

Place of Performance
The contract will be performed in Orange County, California.
