Background
The California Department of Food and Agriculture (CDFA) is seeking a contractor to supply Wheat Millfeed, which is critical for the larval rearing diet of the Mediterranean Fruit Fly. This contract aims to ensure the availability of uncontaminated Wheat Millfeed for use at the CDFA Hawaii Fruit Fly Rearing Facility located in Waimanalo, Hawaii. The contract is essential for maintaining fruit fly production levels, which fluctuate based on seasonal demand.

Work Details
The contractor will provide Wheat Millfeed packed in 50 lb. bags, clearly labeled with product name, manufacturer, net weight, and lot number. The total quantity required is 5,733 bags (totaling 286,650 pounds), ordered on an 'as needed' basis until June 30, 2027. The contractor must ensure timely delivery of materials and provide all necessary equipment and staff for this purpose.

Additionally, a one-pound sample from each lot must be sent to the CDFA Center for Analytical Chemistry prior to acceptance. The Wheat Millfeed must meet specific pesticide residue limits: Methyl chlorpyrophos (0.02 ppm), Chlorpyrophos (0.02 ppm), and Malathion (0.2 ppm). Deliveries must occur within 30 days of notice from CDFA.

Period of Performance
The contract will be effective from the date of execution until June 30, 2027.

Place of Performance
The primary location for delivery is the CDFA Hawaii Fruit Fly Rearing Facility at 41-650 Waikupanaha Street, Waimanalo, HI 96795-1439.

Bidder Requirements
Bidders must comply with California's Small Business regulations and may claim a preference if they qualify as a certified small business or if they include at least 25% participation from California certified small businesses as subcontractors. Bidders are required to submit various documents including a detailed price quote on company letterhead, a Payee Data Record if not already on file with CDFA, and certifications related to recycled content and compliance with the Darfur Contracting Act.
