Oracle Student Financial Implementation Partner

Background
The San Diego Community College District (SDCCD) is one of California's largest community college districts, serving over 90,000 students annually across three credit colleges and seven campuses of the San Diego College of Continuing Education. The District aims to modernize its financial aid systems by implementing the Oracle Student Financial Aid Eligibility (SAE) and Student Financial Aid Planning (SFP) modules to enhance service delivery and compliance with federal and state regulations.

Work Details
The selected Offeror will provide full life-cycle implementation services for Oracle SAE and SFP across SDCCD's three aid-eligible colleges. Key services include:

- Project Management: Establish governance structure, create work plans, conduct project kickoff.

- Fit/Gap Analysis: Conduct business process reviews, analyze current capabilities vs. Oracle solutions, design compliant workflows.

- Configuration: Configure SFP and SAE modules based on SDCCD’s requirements, implement core functions like ISIR processing, Pell/Cal Grant eligibility, and award disbursement logic.

- Integration: Integrate with existing PeopleSoft Campus Solutions, ensuring compliance with data security standards.

- Data Migration: Migrate historical financial aid data from PeopleSoft to SAE/SFP and validate data accuracy.

- Testing: Develop test strategies including unit testing and user acceptance testing.

- Training: Deliver role-based training for staff and provide documentation for system use.

- Go-Live Support: Assist with go-live readiness and provide post-go-live support for stabilization.

Period of Performance
The contract is anticipated to commence on November 3, 2025, with a performance period of two years, potentially extendable for an additional three years.

Bidder Requirements
Offerors must demonstrate financial stability through submitted financial reports for the last three fiscal years. They must also comply with insurance requirements including general liability insurance, workers' compensation insurance, professional liability insurance, and cyber liability insurance. Offerors are required to complete non-collusion affidavits and may need to meet specific qualifications related to experience in similar projects.
