Operational Readiness & Implementation Support for Covered California

Background
CalOptima Health is seeking to participate in Covered California to provide affordable health insurance and quality healthcare to residents of Orange County.
The goal of this contract is to obtain professional services for end-to-end implementation consultation and project management support across various operational functions and marketplace line-of-business functions.

Work Details
The contractor will provide comprehensive project management support, including:
1. Operational Gap Assessment & Gap Closure Analysis: Identify necessary modifications or enhancements for infrastructure and functions, conduct assessments, and recommend solutions.
2. Business Process Mapping: Develop mapping for internal departments to improve operational functions and ensure compliance with regulations.
3. Outside Vendor Assistance: Identify functions for outsourcing, develop business requirements, and manage outsourced functions.
4. Implementation Support: Assist with project management activities related to the launch of commercial products, including Open Enrollment Period (OEP) milestones, member enrollment processes, and customer service training.
5. Deliverables include a detailed gap assessment report, vendor procurement options, implementation roadmaps, weekly status reports, and post-implementation assessments.

Period of Performance
The expected duration of the initial agreement is 1 year with options to extend for 2 additional one-year periods.

Place of Performance
The services will be performed at CalOptima Health's offices in Orange County, California.
