Operation and Maintenance of Altadena Golf Course - RFI

Background
The County of Los Angeles, through its Department of Parks and Recreation, is seeking information from qualified vendors interested in leasing, redeveloping, managing, and operating the Altadena Golf Course. This 9-hole regulation course, located in Altadena, spans approximately 60 acres and has served as a community gathering space since its opening in 1910.

The course was rendered non-operational due to the Eaton Fire in January 2025, which destroyed the clubhouse and several structures. While the fairways and greens remain playable, essential infrastructure was lost. The County aims to revitalize and reopen the facility through a public-private partnership under a lease agreement.

Work Details
Vendors are invited to propose plans for the installation of temporary structures necessary for operations, including modular buildings for office space, pro-shop, cart barn, and maintenance building. They must manage the operation and maintenance of the golf course, which includes:
- Management of a pro-shop and coffee shop
- Selling food and beverages during operational hours
- Renting and/or repairing golf-related equipment
- Selling golf-related merchandise
- Providing golf instructional services
- Managing fees from course operations
- Operating a junior golf program
- Providing marshalling services
- Maintaining a fleet of golf carts.

Additionally, vendors must address utilities restoration and permitting requirements for temporary structures.

Period of Performance
The anticipated timeline for restoration work is expected to be completed by January 2026.

Bidder Requirements
Vendors must demonstrate their ability to manage operations effectively. They are required to submit a letter of interest that includes contact details for authorized representatives. Responses should detail financial capacity, proposed lease terms including minimum rent payments and security deposits, conceptual development plans for temporary structures, an operating model with staffing plans, marketing strategies, and community benefit initiatives.
