On-Site Dialysis Request for Proposal SD23-00097

Background
The California Department of Corrections and Rehabilitation (CDCR) and the California Correctional Health Care Services (CCHCS) are issuing this Request for Proposal (RFP) SD23-00097 for on-site dialysis services. The goal is to provide comprehensive dialysis treatment services, including necessary equipment, maintenance, and qualified staff, to patients at four correctional facilities: California Health Care Facility (CHCF), Richard J. Donovan Correctional Facility (RJD), San Quentin Rehabilitation Center (SQ), and Wasco State Prison (WSP).

This initiative aims to ensure uninterrupted patient care and compliance with healthcare regulations.

Work Details
The contractor will be responsible for providing on-site dialysis services, which includes:
- All medications, dialysis equipment, materials, supplies, and any other necessary items for service delivery.
- Installation of all required equipment in good working condition before commencing services.
- Staffing requirements include a Facility Administrator (FA), Registered Nurse (RN), certified Hemodialysis Technician (CHT), Licensed Clinical Social Worker (LCSW), and Registered Dietician (RD).
- Implementation of a transition plan within 90 days to ensure continuity of care from the current provider.
- Maintenance of logs and documentation to demonstrate readiness for inspections by the California Department of Public Health (CDPH).
- Provision of a Reverse Osmosis (RO) water treatment system that meets specifications, including water quality testing for four consecutive weeks post-installation.

Period of Performance
The contract will commence on December 10, 2024, or upon approval, lasting until December 9, 2027. There is an option for two one-year extensions through December 9, 2029.

Place of Performance
Services will be performed at the California Health Care Facility (CHCF), Richard J. Donovan Correctional Facility (RJD), San Quentin Rehabilitation Center (SQ), and Wasco State Prison (WSP) in California.
