Description

The City of West Hollywood invites qualified Firms to respond to a Request for Qualification (RFQ) to provide Temporary Planning Staff Support. The City seeks a professional planning firm to provide temporary contract staff on an as-needed basis to meet the on-going business needs of the Community Development Department. The City's primary objective for this RFQ is to obtain qualified and competent temporary planning personnel on a timely basis.
The Community Development Department includes two planning divisions: Current and Historic Preservation Planning (CHPP), and Long Range Planning (LRP). Both divisions have a heavy workload consisting of project development review, historic preservation programs, community/land use planning, housing element implementation, zoning code updates, and sustainability planning. From time to time, additional staff support is needed to accomplish Department work plan items and special projects. Temporary staffing services may be needed to provide additional support for any of the following existing job classifications: Assistant Planner, Associate Planner, Senior Planner, and/or Principal Planner.
The selected consultant(s) will work closely with staff to conduct various studies and analyses. The City anticipates entering into an agreement via a contract or bench contract with the selected firm(s) based on negotiated fees. Work is not guaranteed but as the need for professional services arises, the City will contact the selected firm(s) to negotiate a scope and fee for the specific work tasks.
Background
The City of West Hollywood is seeking qualified firms to provide Temporary Planning Staff Support for its Community Development Department. The primary objective of this RFQ is to obtain competent temporary planning personnel on a timely basis to assist with ongoing business needs and special projects.

Work Details
The selected firm(s) will provide temporary contract staff on an as-needed basis for various job classifications including Assistant Planner, Associate Planner, Senior Planner, and Principal Planner. The firm must pre-screen personnel to ensure they possess the required skills and abilities for the assigned tasks. Responsibilities include conducting studies and analyses in collaboration with city staff.

Temporary staffing services may be needed to support existing work plan items and special projects within the Community Development Department.

Period of Performance
The contract is proposed for a three-year term with options to renew if needed. Work will be assigned on an as-needed basis; however, no work is guaranteed.

Place of Performance
Services will be performed in West Hollywood, California.

Bidder Requirements
Firms must have public agency experience in sourcing and screening candidates for planning positions. They must adhere to all state and federal laws regarding employment discrimination and verify employment eligibility as per the Immigration Reform and Control Act of 1986.

Additionally, firms must maintain appropriate insurance coverage as specified in the RFQ.
