Background
The City of Davis is seeking proposals from qualified firms to provide on-call services for regulatory compliance and environmental permitting assistance. The goal of this contract is to ensure adherence to Federal and State environmental regulatory requirements, auditing programs, and permit assistance as needed by the City. The selected consultants will be available on an as-needed basis, with no guarantee of task orders being issued during the contract term.
Work Details
The consultant will provide a range of services related to regulatory compliance and environmental permitting assistance, including but not limited to:
- Assisting with annual report preparation, site inspections, and sampling.
- Conducting studies to assess compliance with permitting requirements.
- Supporting staff in necessary permitting reviews and audits.
- Advising on actions to maintain compliance with City permits.
- Assisting with permit renewal processes and implementing best management practices for permits.
- Providing biological consultation for resource mitigation monitoring and wildlife regulation compliance.
The City holds several permits related to environmental compliance including drinking water, wastewater treatment, stormwater, and industrial general permits.
Period of Performance
The term of the master agreement will last for two years from the signing date, with options for two additional two-year extensions if mutually agreed upon by both parties.
Place of Performance
Services will be performed within the geographic boundaries of the City of Davis, California.
Bidder Requirements
Consultants must demonstrate expertise in areas such as drinking water quality compliance, wastewater discharge permitting, wildlife regulations, stormwater quality permitting, and solid waste regulatory compliance. Proposals must include evidence of insurance coverage for general liability ($2 million per occurrence), automobile liability ($1 million), workers' compensation as required by California law, and professional liability ($2 million).
