On-Call Professional Engineering, Architectural, And Staff Augmentation Services

Background
The City of Bell is seeking to establish a list of qualified consultants to provide a broad range of professional services in support of the City’s Public Works Department. The goal is to augment the Engineering staff through program management and payment support services related to the City’s Capital Improvement Program (CIP), which includes various infrastructure and facility improvement projects.

Work Details
Consultants will provide on-call professional engineering, architectural, and staff augmentation services on an as-needed basis. Services include:
- Staff augmentation
- Project management
- Construction management and inspection
- Civil engineering
- Traffic engineering
- Surveying and mapping
- Landscape architecture
- Architectural design
- Geotechnical engineering
- Pavement and materials testing
- Environmental compliance
- Water quality and NPDES compliance services
- Grant administration
- Additional engineering services as needed.

Specific tasks include performing plan checks, land development project reviews, contract management, issuing public works permits, coordinating vendor solicitations, preparing technical reports, conducting inspections, and ensuring compliance with applicable regulations.

Period of Performance
The contract will be effective for a term of two (2) years.

Place of Performance
Services will be performed within the City of Bell, California.

Bidder Requirements
Consultants must demonstrate familiarity with applicable funding guidelines and regulatory requirements. Participation by Disadvantaged Business Enterprises (DBE), Minority-Owned Business Enterprises (MBE), and Women-Owned Business Enterprises (WBE) is encouraged. Consultants must comply with all applicable federal, state, and local laws, regulations, and requirements.
