Background
The City of Los Angeles Harbor Department, also known as the Los Angeles Harbor Department, is seeking Statements of Qualifications (SOQ) from qualified consultants to provide on-call multimodal planning consulting services. The goal of this contract is to enhance the efficiency and effectiveness of transportation and freight planning within the Port of Los Angeles, which is a vital gateway for international commerce and the busiest seaport in the Western Hemisphere.
Work Details
The consultant will provide a range of services including:
- Transportation Studies and Analyses: Conduct various traffic studies/analyses for terminal and roadway projects, including Caltrans Project Study Reports, environmental documents, roadway capacity analysis, vehicle miles traveled (VMT) analyses, safety/accident analysis, rail crossing analyses, traffic counts, origin-destination studies, and miscellaneous services like cost-benefit analysis and GIS work.
- Travel Demand Modeling: Develop and forecast travel demand using the TRANSCAD-based Transportation Analysis Model (PortTAM).
- Rail Modeling: Utilize the Rail Traffic Controller (RTC) model for evaluating rail system performance.
- Conceptual Design: Prepare geometric designs for roadways and rail infrastructure.
- Transportation Technology: Provide research and implementation support for Intelligent Transportation Systems (ITS) related to roadway and railroad projects.
- Goods Movement and Logistics Studies: Conduct studies on berth, rail yard, terminal gate capacity estimation, supply chain analysis, and port/rail operational analyses.
Period of Performance
The contract duration is expected to be three years from the date of execution of the agreement.
Place of Performance
The services will be performed at various locations within the Port of Los Angeles.
Bidder Requirements
Consultants must be registered on the Regional Alliance Marketplace for Procurement (RAMP) at the time SOQs are due. A mandatory Small Business Enterprise (SBE) participation requirement of 10% applies. Proposers must submit an insurance verification letter confirming their ability to meet insurance requirements. Additionally, CEC Forms 50 and 55 must be submitted with the SOQ.
